Yes you can rent a boat, but you must have your fishing/sporting license and all your own equipment. It's $40 a day and they have very limited availability. Google the quabbin fishing guide to check availability!
In certain areas. On 9 before kt. Welding there is a pull off with access to the swift River . Seems to be a great place to fish

Nice view going over dam and back. About 1 mile round trip. All paved and easily accessible. Some additional trails going down into basin that can be managed with skill and appropriate equipment. Ideal for picnics or Frisbee. If I recall correctly, visitor center is less accessible.
It was coming out of the gates and over the top of the spillway 3 days ago it's been awhile since the Quabbin has been full

No. But they have boats to rent that are inexpensive.
If you did not find them by now, take the middle gate. Tables are all alongside the road out to the west gate. The 3 boat ramps/fishing access areas also have them w/privy. Men please use the privy, drinking H20.
If you mean swimming, there are no access to water and swimming is NOT allowed in Quabbin as it is a protected area for water supply.
