Yes they're are both open and yes they are heated. With that being said we went last year in December and we unfortunately had the coldest spell of weather EVER!!! The high was only around 43°. Usually the temp here in FL in the month of January is between 65-70. Nice enough to walk around the Universal Parks. Still a bit chilly for the pool but, there's always hot tub. 😊
The temps in Florida are usually pretty warm all year round. The pool is open all year unless there is really bad weather like a hurricane or sure where it isn't safe to be outside.
Then lazy river is still there. And the temperature when we went was about 80 degrees
