All day but watch out for special event times, such as the grad bash that happened recently. Traffic was so bad that it took us almost 40min to get to city walk. It was much faster to walk.

All day yes but if it's a big event ,th3 busses are crouded and traffic is Terrible so sometimes walking at least one way might be a good option .

There are shuttles that leave Cabana Bay every 10 minutes to City Walk until 2:00 AM
Not sure abt Halloween but transportation is all day. You can get the schedule at the front desk
