Yes there are buses but no you can't go to both parks unless you purchase parkhopper
I used to agree Typhoon Lagoon was better, I just got back and definitely enjoyed Blizzard Beach better
Ok so yes there is transportation from park to paek, but yes and no, you can use a water park pass for either water park, but not for both. U have to choose 1 per pass

The tickets are not good for both parks. The water park ticket is not a park hopper. There is also no direct transportation to the water parks. You have to transfer.
The tickets are good for both parks and the busses use Disney Springs as a transfer for typhoon. Blizzard is reachable through any Disney resort.
