Pets are allowed in the park, but only service animals may ride on the glass bottom boats or go into the restaurant.
Only service dogs for cripple or blind or handicap or a true service dog can go on the boats!
When we were there in Feb, a couple had to sit out while their friends went. They had a dog, not allowed on boat.
I know you can walk them but I'm pretty sure they aren't allowed on boats. Give them a call to be sure.
I did not see anyone get on the boat with a small dog. People just mostly walked around with their dogs.
