Good morning, Lisa. Is someone feeding the cats? Does that person want to maintain the colony? Depending on ur location, there are people who will trap, take to FCNMHPs (First Coast No More...) for spay/neuter. Maybe FCNMHPs can help with names & numbers. I can help in Mandarin area.
Animal Control. It run by the city and if you call they'll send out trucks to collect the stray animals.
I would try Animal Control & protective services probably or try coj.net, there might be a form you can fill out. Unless you're trying to trap them & have them fixed to take care of them, FCNMHP is the place for that.
Yes they give you feral cat cages but you are responsible for dropping them off and picking them up once they have been fixed. Also they must be in the feral cat cage provided and not a regular carrier or they will charge you for a vet visit.
I believe the animal shelter gives you cages to trap them and bring them back with cage and they will take them out and give you the cage back as many times as you need it
