You can but you will be kept at a distance and they and you will be photographed with masks on which ruins the entire picture. Yes I met Hello Kitty, Scooby Gang, Homer and saw Spongebob is less than 30 minutes. Get to the park as early as you can on a weekday for the best chance to greet as many as possible.
