Becareful, small children love to play with dinosaur figures but as soon as they see a 6 ft plus dinosaur screaming at them, it could change things. Speaking from experience.

I have a 2, almost 3 year old and a 5 year old. My 5 year old is on the taller side and just meets the Jurassic River Adventure height requirements. Guessing you're a ways out from that. However, you're in the prime time for Pteranodon flyers! Don't be fooled, it has zip. My youngest screamed most of the ride but then immediately wanted to ride again. For my sanity, I'm waiting to go again until he's older. Odds are good you could ride Kong, which is close and has dinosaurs. I mention this because I advise against it for such a young kid. All that said, GO! There is a play area with giant water guns. Kids adored it. At the bottom of the quick service restaurant, near the entrance to Velocicoaster, there are fake dinosaurs and interactive stations. They have the dino encounter. The adult may be too much but the baby one is tame. My kids legitimately thought it was a baby dino. It's a good time, even if that looks different with small kids!
It's all about the height, not the age
There is a hight measurement station in the front of the park. Explain to him that he has to be this tall to ride some rides . Let him measure himself. Hopefully by doing this he will understand that this is a park rule and not be as disappointed if he can not ride.

Wait. Pteranadon Flyer was closed last weekend as is the kids play area. Watch the website for when they reopen. I agree with the earlier post about life size dinosaurs being scary but I took my daughter at 2 after watching YouTube videos of the ride so she was prepared for the experience and also visited the fake ones along the walkway and let her touch it so she new it wasnt real. Only the Velocaraptor rollercoaster and the River Adventure were open, and he is too young to ride that rollercoaster. Also, if you're not letting him watch the actual movies yet, he's probably not ready for the experience. (My daughter loved them as a toddler so that wasnt an issue. 🤣)
Unlike the authoritarian nutjobs at Disney who care about security theater more than actual safety, Universal doesnt have age policies. It's based soley on how tall you are. If he's tall enough, he can ride. My 7-year-old waited in line by herself for RRR, Velocicoaster etc and rode while I waited outside with the younger one. Nobody bothered her. There is a Pteranadon flyer which he will love and you cant ride it without him. River adventure is also doable if he is 42". Velocicoaster might be a few more years off for him. You can also do raptor experience to take photos with blue and your son together. Lots to do.
