As a person who works there it really depends on how bad the rain is or the weather. If it rains like it downpours they will close down some of the rides. Leave the indoor rides open but they will recommend you bring a umbrella or a poncho or they will kind of temporarily close a park that goes for also the parades. They will cancel the parades depending again. It depends on the weather. Most of the parades, including the balloons won't fly besides the cold stars, but if it rains rains it's the dance is nearly won't come out so overall it's just it depends on anything really
Universal is very cautious about weather changes. Slight rain or cold weather can close rides and volcano bay but they adapt and respond quick after the weather is favourable.

There's plenty of stuff you can do as far as inside rides when it rains the outside rides not as much but we brung ponchos and still had a great time just walking around checking everything out There's a lot of stuff to see
Yes, they have closed rides before. All of your assessment is pretty accurate. Often other people also leave the parks and ride times for the indoor rides drop.

Wear a parka. Most attractions are indoors.
Most of the rides are inside so you are good, but if it's a bad storm they WONT OPEN...
