As a person who works there it really depends on how bad the rain is or the weather. If it rains like it downpours they will close down some of the rides. Leave the indoor rides open but they will recommend you bring a umbrella or a poncho or they will kind of temporarily close a park that goes for also the parades. They will cancel the parades depending again. It depends on the weather. Most of the parades, including the balloons won't fly besides the cold stars, but if it rains rains it's the dance is nearly won't come out so overall it's just it depends on anything really

Universal is very cautious about weather changes. Slight rain or cold weather can close rides and volcano bay but they adapt and respond quick after the weather is favourable.

No rainchecks. But that being said you can always find something to do.

Any rides that are outdoor or have outdoor portions (like Kong) will be closed until there is no more weather that poses a danger to the safe operation of the rides. Rides that are indoors will remain open, as will all indoor shows, restaurants, and indoor retail locations. Outdoor Kiosks would also close until the weather subsides. In the event of a major weather event, like a hurricane through Orlando, the parks and CityWalk will shut down until it is safe to resume operation.
