I'm not sure of price with city. But Critters Without Litters charges 12.00 per shot rabies and same for the 3 in 1 Parvo. You can go to the city animal centers web page and search low cost vaccines and dates clinic will be held. Today's was cancelled.
I'm not sure on the license and I would google inexpensive dog shots in Bakersfield. There are a few different places that are reasonable.

I think our license was $35. We usually buy shots from tractor supply CO and do them ourselves
