What is the latest you can stay in this beach?Im trying to see the moon with the Sea with my wife or is there any other beach in monterey where they let you be until atleast 10pm?

All the beaches around here you have to be off of by midnight. They open back up at 5am but the cops patrol the beach at night.

It can be foggy and really cold at night, check the weather before you go. It will be awesome in a full moon and no fog! And watch your step! Lots of uneven trail, rocks and some wooden boardwalk. But amazingly gorgeous!
