Yes, go during low tide. You'll have more fun finding seashells, but there is still sea glass and semi-precious stones out there. Wear a jacket it's chilly.
There are lots of pebbles if you go out and explore a little ways off the main beaches. If you are looking for glass I would recommend coming out at negative tide.
