No, they aren't generally allowed, although I've seen others having small ones with friends without issue. If you do though, do so at your own risk.

Well technically on asilomar beach they are banned. However if you walk towards pebble beach, just passed the estuary they are allowed.

I have to add my no too. If you want a bon fire there are beaches at Aptos and Santa Cruz​ that do.
