Fort Ord is not a military organization and it is not in bad shape. Sections of the fort which were living/administrative quarters are in transformation. They will either be rebuilt or demolished. Fort Ord is now both a California State Park (Fort Ord Dunes) https://www.parks.ca.gov/?page_id=580 and, it is Fort Ord National Monument https://www.blm.gov/programs/national-conservation-lands/california/fort-ord-national-monument

It is no longer a military installation and has been transferred to the state and county for disposition. It is the State of California’s responsibly to maintain it to a level they see fit.

You can thank Bush Sr Clinton, Bush Jr and Obama for that, together there was upwards to 350 military installations closed across the US from 1988 to 2005 ,5 of which, were in California including Fort Ord. Theye also closed downsized and consolidated a lot of government facilities in California and in other states.

It is a shame California let it crumble, but...that is the character of California, unfortunately. I was stationed at Fort Ord in 1983- 1984.
