You must understand that The Alexandria Hotel is an apartment building, not a managed care facility. The people who work there aren't caregivers or nurses, and security's job isn't policing the residents. The building contains over 400 apartments, and management is somewhat lenient regarding the late payment of rent. However, four months of non-payment will automatically begin the eviction process. Many residents prefer to keep to themselves, quietly going about their business with little interaction with their neighbors. Those who engage the community have a greater chance of receiving a welfare check when conspicuously absent from an established routine. I know of one exception, a handful of apartments overseen by The LAMP Community, a third-party non-profit organization. These apartments are on floors 3 and 4. If your mother was a member of The LAMP Community, I urge you to contact her case manager. My goal was to shed light on a dark situation and hasten the healing process.
