I really don't know, but there is a doctors office called Goshen Medical on 1200 hargett street, they charge according to income & my son has used them few times.
Yes, Star medical provides an option for those whodon't have medical insurance but I'm not sure it's a sliding scale. You would have to call and ask them about it.
