Yes you can. Please visit the official website of the French Consulate to make an online appointment, and get all the documents (bank statement showing your financial status, airline tickets, hotel reservation, insurance, etc) prepared well in advance before the appointment date with the visa office. Search the internet to see exactly how and what documents you will need to prepare.

Yes, you can apply for a schengen visa at a French consulate, if you are going to stay in France for most number of days in your Europe trip itinerary. You will need an appointment.
