You can cancel the annual pass after the one year of your contract.

Contact Universal Orlando customer support, or visit guest relations in the park.
If your on a payment plan you'll have to finish out your contract to cancel it properly. If you've already completed your contract and are on a month to month basis or you purchased in full then contact guest services and they should be able to assist with the process.

If you are doing monthly payments, it will charge you each month until that year is up.
