When the water temp is at least near mid 70s. As for the time of the day. Earlier the better. Closes before dusk. Also it either use the ferry or personal boat or kayak.
Anytime is good. Keep in mind that if taking the ferry, you might want to go a bit earlier just in case the weather change you don't have to try and get on along everyone else that is trying to leave too
I personally prefer to go around 9am or after 2pm. It's honestly beautiful at anytime of day.

If you don't mind walking you can park at clearwater and walk along the beach to Caladesi island. It's a beautiful walk and its free. I recommend starting between 7 and 8 am. Bring food, water and your camera.
My personal preference is 10 or 11 am. You stay 4 hours to be guaranteed a seat in the return ferry.
9 am is perfect.
We try to get on a boat around 10-12 where you can only stay 4 hours, we like the hotter part of the day spent by the water.
We like to take the first boat over, but it's always nice. Getting a place on the boat back is usually not a problem. That's just on weekends and Hollidays. Have fun.
