Short answer yes. You would need a beach wheelchair to access the water. There is no overlook near the Gulf for a wheelchair and the nature trail is not paved.
I would say that the park and restroom areas are but on the beach side, once the boardwalk ends it's all sand.
I believe if you take the ferry over, there are ramps to the main area and over to the beach. I don't remember the boardwalk going too far into the sand. Best bet would be to call Honeymoon Island and ask.
From what I remember.. the park was fairly accessable with a wheelchair. I am planning on bringing my mom there next week and she will need a wheelchair.
Caladesi would be tough in a wheelchair. You could get to the beach much easier at honeymoon island.
I have seen big wheel wheel chairs there. Call Rangers office for rental info. Also all the docks have wheel chair ramps, so the answer to your question is yes.
There was someone there in an electric wheelchair while we were there.
