What time can you enter the parking lot for handicap parking

I cant say for sure, but I have observed all parking open at least two hours befire game time at Lightning games - many open three hours before, including the public lots. I don't know if other events (not hockey) have different time schedules.

Whenever. It's a flat rate on game days.

The handicap parking is with the regular parking in garage And It Was A Flat $12:00 fee to park in the parking garage. There were elevators in the garage and you can park whenever you like.

I think anytime since you pay by the hour.
