He can obviously have a kitten at 4 1/2 years old, but 4 year olds cannot do anything for themselves, what do you think they can properly do for a cat or a dog? The responsibilities of that animal will be solely on the parents. I don't know what the adoption fee is, but there are no free animals at the Humane Society. You will always pay some type of adoption fee to stave off costs. I personally do cat rescue, and all of my cats have come from the alleys whether they were adults or kittens. They all want a home. They might be a little afraid at 1st, and some hissy out of complete fear but once they get taken in, give them a little time and All of them are more than happy to be off the street where they do not have to fear anymore 24/7 in what are basically life-and-death situations for them. That is why once they settle in, they become the BEST pets. This goes the same for the animals in the shelter because most of them were out on the street too.

I would say four years old is too much is a responsibility for a kitten. I would wait until maybe 9 or 8 years old if the guardians agree to help take care of the kitten. If not it's better to wait until the child is 13 or 14 years old. Prices range depending on the age of the cat. $150 for a kitten then $100 for older than 6 months
