If you are touching the lines they tow you. If you have expired tags tow you. I had mine towed because my car failed inspection and had a appt to get it fixed in the morning again and they still towed it even with a note in the window explaining. It's all about the money. I called the cops and they said it wasn't the apt complex place to do that but I think they get money for letting the tow company tow vehicles
