Close by Aquarium are mostly pay lots. If you go past aquarium towards pacific grove there are some free spots. I parked in Seaside and rode the bike trail XD.
When I visited, all the main lots were full. There were secondary lots several blocks away for $7, and there's a free aquarium trolley that runs to and from several parking garages, if you don't mind waiting a bit.
No. There is paid parking on roadside @$1.75/hr or garage parking $10 to 15.
There are a lot of meters around and two or three free lots but they fill up quickly. I found street parking two blocks away for $2.
