I don't know if they have a specialist for that particular problem. However, what I do, is when my local vets aren't able to figure out what to do, I take my pet to UC Davis Vet clinic and they always solve the problem. I don't go to them all the time because they're expensive, but when all options have been exhausted they are my go to.
UC Davis is a world class veterinary clinic. They should be able to help you out.
