It's a small airport, arriving an hour before your flight is plenty of time.
I would call the airline or airport and ask them. Last thing you want to do is miss your flight. I think most airports/airlines suggest passengers arrive 2 to 3 hrs before their scheduled departure time. I have flown out of Monterey about 3 or 4 times. This is a small airport with shorter passenger lines. However, I do not suggest anyone arrive at any airport less than one hour before the scheduled departure time.
It really takes almost no time for security and check in at Monterey airport. 30 mins before the flight is good.
