I've seen no rules stating it's allowed or disallowed, but they seem to be okay with it. While the visitor center will of course be closed, access to the parking lot and surrounding roads is unrestricted. The only signs posted say no camping overnight and "Quiet Zone" (please be respectful of the fact that people who work at night may be sleeping during the day... And even if it's night, be respectful of the fact that they're doing important research). People do stop up here in the middle of the night. Sometimes to do stupid things. But plenty of people come up here to watch the meteor shower, and I've never had any problems. I'd like to think that because they observe the sky for a living, they have an understanding and appreciation for the desire to utilize this excellent location for Perseid viewing. So long as you are respectful (BE QUIET and LEAVE THE PLACE IN THE SAME CONDITION YOU FOUND IT). They seem to tolerate it. In fact, they seem to be doing the exact same thing! 🤓☄️🌌

It is far, a very narrow winding road with no shoulder for bicyclist, and very very steep at the end, plus i don't remember since 1973 bike ride but the parking lot seemed very small. Oh, and lots of poison oak if you have kids and or dog ,,, and no Tecnu soap! Wish they did and were rumored to be "friendly" versus "unfriendly", like Ano Nuevo UCSC research Highly Restricted "state park". Good luck and call them directly. This is my "one good deed for the day!"

Play Star Gazing, if you mean are you allowed to bring your own telescope and watch the Stars, then the answer is yes. The second part of your question is something you should call the observatory and ask.
