Early check in is always based on availability. If it is during a busy season (Summer) it is least likely available. You can always ask the front desk agent to see what is available the day that you arrive.

No Hilton operated property "offers" early check in, but I've checked in early dozens of times. If the room you preferred is not ready when you arrive, they will often place you in another that is.
