The Fairfax County Animal Shelter does not euthanize for space. As noted prior, the primary reason is for terminal medical conditions. Even then, there is a network of fosters that will open their homes to an animal with an incurable condition but good quality of life.
If you mean euthanasia, when all other options are exhausted (beyond medical care or safe handling) they have veterinarians and staff who provide the same level of end of life care and compassion an owner would get at a vet hospital. If you look at their statistics which they are required to provide to the state vet each year, you will see that they have been extremely successful in placing animals up for adoption or with rescues without resorting to euthanasia as a means for controlling population.
