When do Albany N.Y. Section 8 open up

My brother has section 8 and lives in an apt by on 361 Washington Ave Albany. He has had no heat elec in bathroom for over 6 months. It is infested with flies and roaches. Water heater flooded his apt 3weeks he had his apt floor 1/2 foot deep water before anyone came to help him last year. All his furniture was destroyed. He has been living there for 3 years in a apt that requires multiple repairs. The health depth need to come do an inspection and document the deplorable living condition. He was on the hospital last year. Some one kicked in his door and robbed him of everything he owned. Now he has a $150. Month payment to rent a center on a overly priced tv. He was missing two windows that the building shifted and they fell out. I cannot ever seem to get a return call to a case worker from housing. section 8 I have photos for the documentation of the unlivable condition he is forced to live in. He requests the transfer paperwork needed to relocate to Schnectady,12/2 Wm Ed Wallace
