The apartment on the third floor has been emptied for about 2 years, the mailman keeps draping the mail in the mail slot there is a big stack of mail inside and we are afraid the somebody might set the building on fire what can we do?

Take all the mail, and put it in one big vanilla envelope, and write on the envelope, RETURN TO SENDER!! And put it in the mailbox.

Do you have the ability to contact the last tenant? Have you tried communicating with the post office? Talk to the property owner
