I was admitted to the hospital and while i was sleeping the nurse searched my bags. Are they allowed to do this without my consent?

I would love to know why my father entered the hospital because of a heart attack and when he left he had bruises hematomas up and down both of his arms? I have been calling the director of patient safety requesting an incident report to no avail
