I live in NYC, I loan a friend money he lives in Clearwater Fl. Can I take him to court due him for what is owed to me? How long do I have to sue him and can I sue him?

In florida and especially pinellas county you. cannot bring an action unless you are a resident and you cannot defend unless you are a resident
