Anyone in the world can adopt an animal at this shelter, but they must afoot in person and be responsible for the transport back. Only requirements to adopt are a government issue picture ID (or passport) and the adoption fee.
I don't see why you cannot adopt a dog out of the country, as long as you have your passport to transport him to wherever you are taking him, pay the adoption fee, vaccinate him and get a clean bill of health from the veterinarian who checked and vaccinated him you shouldn't have any problem with this transaction. Just make sure you microchipped and license him wherever you are taking him in case he accidentally leaves the house and gets lost somebody can help you find him and bring him home to you again without a problem.
