No you can't it has to be in person especially if you do not have the updated one with a star on it if you have one with a star on it go to the Pinellas county tax collector's office website and you can renew online but if you do not have the one with the star on it you have to do it in person with birth certificates ID something with your current address on it with which it was in the county you're in and the county that you're renewing your license and marriage license if it is necessary that if you were married and changed your name hope this helps
