It's them I'm trying to debate. In my neighborhood more than half the people don't have a solid driveway, yet the city is trying to say I have to have one. I bought the house 5 years ago with no driveway, now they're trying to make me get one,, I think they're wrong.

Call right of way department. I dont have the number but if you call the main number they will assist you with the right of way department.
