If papers are in racing office to start in a race, Coggins test filed and you are arriving to do required gate approval or a tined work to qualify to enter, then yes. For other reasons, please contact the Racing Secretary's office for details. Again, the papers will need to already non file with the Racing Secretary. And all of this is assumed that you are speaking of a registered Thoroughbred.
