I saw one medium size service dog on a leash at the fair this year 2022. So your small service dog might be within the rules. But you definitely need to call to confirm.

Does Alameda fair hire handicap people? When I applied and called HR I was told they can not accommodate people! I told them I needed to take a break and sit once in a while. Guess you have to lie instead of being honest.
