Muni 76X runs pass there on Saturday and Sunday only from downtown. Hourly service in the morning, 90 minutes service in the afternoon.
Just take the stairs from the vista point, follow to reach the other side of the vista point. Then just look around to find a trail and it will take you to the curvy roads near the battery Spencer

You just follow the trail which is sign posted from vista point (its not far), the walk is up hill but worth it for the view
Walk to the overpass, then go up the trail
One must have personal transport ti reach Battery Spencer.
