8 in the morning for some resturants until 2 am for some bars
The best times to go are between 9 to 5. Although you can see the train and any decor that may be up, to get the full experience of Old Sac you really need to go during business hours. The shops are unique and they have horse drawn carriages etc...
It's always open and a great place to hangout and eat, or just have drinks. Very friendly atmosphere.

Its still winter hours they run so most business close at about 8to9pm weekdays and like restaurants around 10pm and couple sportbars 130 to 2am otherwise if still correct weekdays 1am. But to go sightseeing streets builldings and grass tiny park railroads open to public 24/7.
Most businesses open at 9:00am and with the exception of bars or certain restaurants 10:00pm is a general time when they close during the week and 12:00am for the weekends.
