I don't know about the permit parking lot, but there are ample street parking available to disabled parking for free.

I believe so. I would look up California DMV handicap placard parking information to be sure, but the last time I looked the information up you could.

Yes you may, however you have to purchase a ticket showing you are visiting the museum. The workers park there to. I wasn't able to since I didn't have ticket, was just visiting for a birthday party. Or you can in one of the parking structures.
