No you don't need a permit to throw a birthday party first come first serve that's what they told me unless you want to pay to make sure that that spot is yours you do need a permit for a jumper other than that I usually go early in the morning and have somebody hold a spot for us but if somebody does come with a permit you do have to move but most people share
