You can either reserve online at recreation.gov or you can pay for a first come first serve site at the entrance to the campground
I just stayed at mount laguna site 38 on 1/28. I reserved online and then just drove straight to my site and set up. The park rangers drive through a few times and check the sites and we waved to them... They never said we missed check in or anything. They ha e a place to fill out day use papers or something, but you don't have to do that if you reserved online.
