How small we talking? Almost all new tv's now are all smart tv. All will have basic tv, video function. Some will have internet connectivity by LAN or WI-FI. And then their is the extra features that all of them have to make them interactive. It really just depends on what you want out of the tv. And if brand really matters to you. Because that's where the price is going to change. Now a days you can pick up a 22" for the same price as a 42".
Eddie is right sounds like you need a smart tv it works with your homes internet 4k is awesome but its expensive HD is adequate unless you are a movie fanatic
