I would suggest that you give them a call and explain your situation and I believe they'll be able to answer for you better I believe you need to have a Pinellas County address but if you are coming from out of state they might make a special Arrangement or exception they're great people go ahead and give them a call
No any form of ID will work but you need a job down here they might make an exception if you're moving here
