There is a sign at the entrance saying dogs are permitted around the perimeter, not in the garden itself.

Well. I would say yes and no at the same time. If you are going hiking outside of the little circle path of that little garden has it would not be safe for any pet due to the possible noise they might do. Anchorage is bear country. (Learn to be safe outdoors by making noise and staying aware.) If is just for walking your dog the fee you will pay for a small walk around the garden which is considered safe is not worth it. If you know about flowers and botanics then the experience would be interesting. If you don't is not that much to see and it will be mostly the walk with good company and fresh air experience. In general there is no pet discharge areas nor poop bag trashcans therefore I believe it would not be a good idea to bring your pet with you depending on its size or how used he is to be outdoors. There is A LOT of mosquitos and insects and they are big. Avoid dark dressing and your pet can also suffer from being stung multiple times. Long sleeves will save you!
