On the day I went in I was told by the secretary officer on site that I could walk but there is a limited amount of people admitted at one time. So standing outside is a possibility. For that reason I came the following day 30 minutes before the office opened. The wait after opening wasn't long. I was also told depending on the circumstances you may need to call for a appointment. I don't remember the examples given. The phone number can be obtained by searching the Glendale office on Google maps.
