Because the rules if the game are not the same for all cases. DA's do have to make judgement calls, and manage case narrative. Not as easy as it seems for the outside.

Yes well many other DA's have headed up task forces to resolve major community problems. Irvine isn't the safest city in the nation by accident. They're not developing a better future within the letter of the law. It can be done, and has been in many challenging locations. There are thousands of people living from this under world, harming society at large. Lobby the local people who are in power. Call for change. I'm not as far away from law enforcement as you infer. And it's not just the da' s office but rsd is to blame too. Riverside is a joke to the world after things like"Breaking Bad" show it is to meth what the Eiffel tower is to France. I would imagine that everyone there who follows law wants to change all that. But it carries on. Seemingly unstoppable, nobody really cares do they?????
