Hi Michael, Bikes are only allowed on the paved service roads. A lot of road cyclists use these roads to cut through on their way up to Skyline. Watch out for logs on the path though, since some people tried to stop illegal biking that way. They put noticed everywhere describing what they were doing. I'm neutral on biking, except when it is wet and messes up the trail.
Yes mountain bikes are allowed. Have seen tons of people flying from top of the hills.
Bicycles are only allowed on designated paved roads. My friend and I like to do incognito bike rides with no lights. Awesome Night Sky. (BRING WATER AND SNACKS)
