As far as I know you go to the chip brand's website. That's where you would have entered all of your contact info when you originally got the chip inserted. I think that you can go to Sac county spca's website and view the animals that have been picked up and sheltered. Hope you find your dog!
When an animal is brought into the shelter, the animal is scanned for chips. If there is a chip, the contact information is used to contact the person identified on the chip as the owner.
Did you chip him at one of the Sacramento animal shelters? If you did then it would not be hard to go to Bradshaw or to Front Avenue and check his chip
